Global Financial Solutions

David Boettcher is Executive Vice President and Chief Operating Officer, Global Financial Solutions, with RGA International Corporation. In his role, David oversees all of the unit’s pricing, risk management, research and product development, and operational teams. With team members in Canada, the U.S., the U.K., the Netherlands, Germany, Japan, Singapore and Australia, Global Financial Solutions provides customized reinsurance product solutions for asset-intensive, financial reinsurance, longevity, and other capital and financial needs.

David’s more than 30 years of actuarial experience in the insurance industry gives him deep and broad global knowledge of the life insurance industry’s financial needs. Prior to the 2010 creation of the Global Financial Solutions unit, David led RGA International Division’s Capital and Financial Solutions unit, which successfully placed both RGA’s first asset-intensive reinsurance  transaction outside the U.S. and RGA’s first global longevity transaction (RGA was awarded “Best Reinsurer for Longevity Risk Transfer” from 2010 Life & Pension Risk Awards, an annual award program sponsored by Life & Pension Risk magazine). David was also a key participant in RGA’s rapid growth and success internationally: as the International Division’s Chief Actuary prior to 2008, he oversaw all aspects of pricing and actuarial support.

Before joining RGA in 1997, David held several actuarial leadership positions in product development, pricing, corporate taxation and financial reporting for Manulife, North American Life and Dominion Life.

David earned his Bachelor of Mathematics (BMath) degree from the University of Waterloo. He is a Fellow of the Society of Actuaries and of the Canadian Institute of Actuaries, and a Member of the American Academy of Actuaries.​
