Carrie Barnes is Assistant General Counsel and acts as Managing Audit Counsel with responsibility for providing oversight and legal advice to DLH’s internal audit department on various issues including proper claims handling and regulatory practice.  She provides company-wide annual training on the multi-state regulatory requirements of claims and policyholder services processing, including anti-fraud compliance initiatives.

Ms. Barnes joined DLH (formerly known as Disability Management Services, Inc.) in 2000 as Counsel.  She has overseen management of hundreds of lawsuits, participated in numerous trials and mediations and counseled claim, policy administration and underwriting professionals regarding thousands of claim and policy issues across all U.S. jurisdictions.

Since taking on the additional role of Managing Audit Counsel in 2007, Ms. Barnes has supported numerous client companies interfacing with state agencies and defending exceptions in connection with large-scale market conduct surveys and other examinations.

Emerging Financial Crime And Digital Currency Trends

Brian Cockrill has been with the Secret Service for 20 years and is currently assigned to the St. Louis Field Office where he manages the Gateway Cyber Fraud Task Force (CFTF). CFTFs are the focal point of Secret Service cyber-investigative efforts and were developed to increase the resources, optimize the unified fight against cybercrime, and enhance cyber-attack responses.

In this role, Cockrill coordinates Secret Service-sponsored cybercrime training for state and local task force officers, directs the joint operations budget that supports task force operations, and coordinates CFTF outreach events for public and private sector partners. Cockrill also serves as a mobile device forensic examiner in the CFTF Digital Evidence Forensics Lab.

Prior to this assignment, Cockrill served on the Presidential Protective Division in Washington, DC. In this capacity, he led advanced teams that built the physical security plans for foreign and domestic trips of the First Family.

The Evolving Landscape of Privacy Law: Implications for Fraud Mitigation

Evan has spent his whole legal career as an in-house regulatory and transactional healthcare attorney, with some aspect of his practice always involving data-protection law. He currently serves as part of the Digital and Data Assets group within McKesson Corporation’s Legal Department. He has been involved in health-information privacy and security regulation since the first days of implementing the HIPAA privacy and security regulations at Sisters of Providence Health System in Western Massachusetts. He has followed the evolution of data-regulation through roles as in-house counsel and Chief Privacy Officer for Blue Cross and Blue Shield of Vermont and then for Phoenix Children’s Hospital.

After spending his first five year at McKesson as a business-unit attorney supporting a segment heavily impacted by existing privacy and security regulations as well as emerging, state-level, data-protection laws, he seized an opportunity to focus on his professional passion for helping business leaders navigate this constantly evolving regulatory landscape.

Evan is a graduate of Connecticut College (B.A. Environmental Chemistry) and Western New England University School of Law (J.D.). He lives and works in Scottsdale, Arizona.

Marjorie has 16 years financial services experience specializing in commercial litigation, claims litigation and life insurance / reinsurance.

Marjorie joined RGA in 2013 as a claims legal expert for Australia and New Zealand. Marjorie then joined the Asia Pacific legal team and provides legal advice on disputed and litigated claims, complex claims assessments, policy interpretation, policy drafting, regulatory issues, reinsurance as well as corporate and general commercial law throughout Asia Pacific and India.

Prior to joining RGA Marjorie worked in private practice and held various roles at Australian major life insurers. Marjorie holds a Bachelor of Laws, Bachelor of Arts with a major in Psychology and a Bachelor of Teaching as well a Graduate Diploma in Legal Practice.

As President and COO for SE2, Rob Frederick brings over 25 years of operations and technology leadership in the insurance industry, including life, annuities and long term care.  His career experience encompasses both the insurance company perspective as well as outsourced services and administration.   

Before joining SE2, Rob served as COO at LTCG, the leading long term care third-party administrator in the insurance industry with responsibilities over all service delivery as well as account and project management.  Prior to that, Rob spent 16 years with Transamerica, one of the world’s leading financial services companies.  His roles included President and COO of Transamerica Capital, Chief Operating Officer of Individual Savings & Retirement and most recently as President and CEO of Enterprise Business Services.  He also worked for American General and Principal Financial Group before joining Transamerica.

Rob holds a B.B.A from the University of Iowa and a MBA from Drake University as well as insurance industry designations of CLU, FLMI and AAPA.  He has also served on multiple local boards over his career including the United Way of East Central Iowa, YMCA and Cedar Rapids Art Museum.

Fraud Detection

Bob Linzey is AVP Claims and Fraud Officer for USAA Life Insurance Company (USAA Life).

Bob is the Chief Claims Officer and Chief Fraud Officer for the Life Company.  Bob is responsible for all life, annuity and health claims as well as the vision, strategy, and innovation for Life Company’s claims and fraud functions.  He leads the claims organization in providing an exceptional member experience during a difficult time.  Bob also Heads the Life Company’s fraud program and ensures the protection of all Life Company members from any type of suspected fraudulent activity.

Bob joined USAA in June of 2021.  Bob previously spent 27 years at MetLife as Vice President in Global Operations for Fraud and Investigations, Vice President of US Life Operations leading claims and fraud and various leadership positions in Compliance and Operations. He also spent 4 years as Chief Operating Officer for the Insurtech startup Mody Data Solutions.

Emerging Financial Crime And Digital Currency Trends

Tiffany Loar has been with the United States Secret Service for five years and is currently assigned to the Buffalo Field Office as the lead agent for the Cyber Fraud Task Force (CFTF). The CFTF is an established network of trusted partnerships that combat cybercrime through coordinated investigation, training, and information sharing. These partners include individuals from various sectors including private, financial, and law enforcement. 

Tiffany completed the Basic Computer Evidence Recovery Training (BCERT) in 2019, giving her the ability to investigate cyber and computer-related incidents while collecting and preserving digital evidence.  

In 2020, Tiffany completed the Cryptocurrency Investigations Training allowing her to conduct investigations relating to cryptocurrencies including but not limited to embezzlement, fraud, pig-butchering schemes, and enumeration attacks. With this expertise, she has been selected twice to instruct cryptocurrency training for International Law Enforcement Academies (ILEA) and has been working with US Bitcoin Corporation to establish joint outreach opportunities. Additionally, Tiffany assists the Buffalo Drug Enforcement Agency (DEA) and local law enforcement agencies with cases involving computer-related crimes. 

Tiffany also completed the Critical Systems Protection (CSP) course in 2021. With this training, Tiffany now conducts CSP advances while identifying, analyzing, and implementing security measures for critical systems that contain cyber components. 

Tiffany has bachelor’s degrees in both Criminal Justice and Psychology with a Masters in Fraud and Forensic Accounting. She is also a member of the United States Secret Service Cyber Investigations Advisory Board (CIAB). Prior to her current role, Tiffany worked in state law enforcement for 8 1/2 years.

Mitigate Insider Threat

Leia is the Global Anti-Fraud Officer of Manulife, an international financial services group that provides financial advice, insurance, as well as wealth and asset management solutions for individuals, groups and institutions. Over the last few years, Leia has been instrumental in establishing the enterprise fraud risk management program.

Leia's 17-year risk management experience also includes  a long tenure in the Internal Audit function where she held various positions including AVP of North America Insurance, accountable for providing assurance coverage of business lines in US and Canadian Segments.

Prior to Manulife, Leia worked for KPMG LLP and Deutsche Bank in New York City. She lives in South Florida with husband and 11-year-old twin boys. Leia enjoys cooking, traveling and staying active.

Beware of the Fraud … A Chief Underwriter’s Perspective

John Valickus is the chief underwriter with Lincoln Financial Group. John has more than 35 years of underwriting experience, starting in an underwriting training program with Prudential right out of college. John returned to Lincoln two years ago after spending seven years with Symetra as their chief underwriter.  Previously John spent 19 years with Lincoln out of their Concord, NH. office.

John is a frequent speaker at industry events including a prior the RGA Fraud conference and has presented at AHOU and other regional meetings on such topics as remote underwriting, financial underwriting, and fraud. John is active in the industry currently serving as the President of the Impaired Risk Underwriting Association and as a member of the MIB advisory board. John was President of the Southeastern Home Office Underwriting Association (SEHOUA) and was part of the AHOU program committee.

John is a graduate of Villanova University, has his FALU, FLMI, and CLU designations, has three children and three grandchildren, and resides in Boston, MA.
