GFS North America has been a leader in the financial reinsurance market for more than 30 years, providing capital-motivated reinsurance solutions to clients across the globe.  Our highly experienced and creative group has completed many groundbreaking financial reinsurance transactions over the years, including what is believed to be the first XXX reserve financing structure in 2000.  

The GFS North America team has two decades of experience in the annuity reinsurance and stable value market, with an average fund value of over $22 billion. Clients choose RGA on the strength of our counterparty presence, our long-term dedication to the market, our absence from the primary market as a direct writer, and our expertise. 

RGA also has executed numerous longevity transactions in the United Kingdom, the Netherlands, and Canada, and we continue to explore opportunities to apply our insights from these transactions to the U.S. market. 

In addition, our Stable Value team focuses on underwriting and funding synthetic GIC contracts for stable value fund options in U.S. savings plans such as 401(k) plans. As a trusted presence in this industry, we support clients who advocate saving solutions, working closely with them from initial discussions to successful wrap contract execution.

Gary Seifert is Senior Vice President, North America, Global Financial Solutions (GFS), a unit of RGA. He is responsible for managing the North America region of GFS, including business development, marketing and transaction services, and stable value operations.

Gary started his business development career in 1992 as a Reinsurance Account Executive, marketing to life insurance companies in the U.S., and has filled a range of sales and marketing roles for RGA since then. He began his reinsurance career in 1989 as a reinsurance analyst for ITT Lyndon Re, and joined RGA in 1995 when RGA and Swiss Re purchased ITT Lyndon Re, forming RGA/Swiss Financial Group. RGA bought Swiss Re’s interest in 2000, renaming the unit RGA Financial Markets, and then in 2010, RGA merged the unit with RGA Capital and Financial Solutions to form GFS.

He received his Bachelor of Science (B.S.) degree in accounting from the University of Missouri – Columbia and his M.B.A. from Washington University in St. Louis. He is a Certified Public Accountant (CPA), a Certified Management Accountant (CMA), and a Fellow of the Life Management Institute (FLMI).

David Addison leads North American business development for the Global Financial Solutions (GFS) unit of RGA, with a focus on financial, interest-sensitive and structured reinsurance programs in the annuity, life and health markets.

In addition to these responsibilities, at various times, David has been responsible for sales of structured products in RGA’s Asia Pacific segment and led sales for RGA’s captive solutions team. He currently works in conjunction with RGA’s Healthcare Reinsurance Division to develop additional opportunities.

David has worked in the insurance and reinsurance industry for more than 25 years, joining RGA in 1999. Before joining RGA, David was Director, Strategic Development for a New York domiciled life insurer, where he participated in evaluating and closing strategic merger and acquisition opportunities. He has also been a consultant for one of the major actuarial consulting firms out of their Milwaukee office, and he started his career as an actuary for a small life insurer in Minnesota.

David received his Bachelor of Science (B.Sc.) degree (with honors) in statistics from the University of Newcastle-upon-Tyne, in Great Britain, and his M.B.A. (with honors) from Washington University in St. Louis. He is a Fellow of the Society of Actuaries (FSA). David has served on the Reinsurance Section Council and has been a frequent speaker at industry and regulatory meetings, in North America, Asia, and Europe.

As head of the Innovations team for Global Financial Solutions (GFS), Matt Easley leads the development of proactive solutions to internal and external problems. He joined RGA in 2015 as the lead for U.S. Global Acquisitions pricing with 38 years of experience in direct insurance markets.

Prior to joining RGA, Matt was Chief Actuary for Athene Holding and held various roles at Athene, Nationwide, and Allstate involving pricing and product development, portfolio management, ALM, underwriting, modeling, and financial reporting duties for numerous life, annuity, and worksite products.

Matt received a Bachelor of Arts in mathematics from The College of Wooster, and is a Fellow of the Society of Actuaries (FSA), a Member of the American Academy of Actuaries (MAAA), an Enrolled Actuary (EA – inactive), and a Chartered Life Underwriter (CLU).

Richard Leblanc is Senior Vice President, Global Acquisitions at RGA, responsible for leading multi-disciplinary teams in the acquisition of global in-force life and annuity blocks, and as well as run-off life insurance companies. He focuses on transaction origination, structuring, financing, negotiation, the regulatory approval process and on post-close optimization. He recently led the successful third party equity capital raise for Langhorne Re. Prior to being named to his current role, Richard joined RGA in 2009 as Vice President of Structured Finance, where he developed and implemented a series of innovative capital market financing facilities for RGA.

Richard has more than 30 years of experience in the insurance industry spanning the life, P&C, financial guarantee, brokerage, and risk advisory sectors. Throughout his career, Richard has led deal teams analyzing and deploying capital across a broad range of insurance portfolios. Previously Richard was the Managing Director, Structured Insurance at Ambac Assurance in New York City, where he underwrote financial guarantees for some of the most innovative life insurance linked securitizations. He also led a multi-faceted rehabilitation of a complex multi-billion financing vehicle severely impacted by the global financial crisis.

While at Manulife Financial he served as a vice president in their corporate M&A group where he evaluated a wide range of insurance, distribution and wealth management platforms in North America and Asia. Richard was previously a vice president in Manulife’s reinsurance division where his team delivered capital motivated reinsurance solutions to life reinsurers across Europe and North America. He has also served as a special risks P&C broker at Sedgwick, where he specialized in helping multinational corporations finance uninsurable risks through the use of captives and a variety of alternative risk transfer techniques.

Richard is a Certified Public Accountant (Illinois), and a Chartered Professional Accountant (Ontario), and started his career with KPMG in Toronto, Canada.

As Senior Vice President, Marketing and Transaction Services (MTS), Mark Renetzky is responsible for establishing key middle-office support for RGA’s Global Financial Solutions (GFS) division. In his current role he oversees the deal process globally for GFS and coordinates MTS support for the regional business teams as well as managing the Global Treaty and Knowledge Management functions.

Mark joined RGA in 1990. Prior to his current role, he led numerous transaction teams involving financial reinsurance, structured finance, and business acquisition transactions that have significantly contributed to the growth of RGA. As part of the North American GFS team, he was an experienced leader on many of RGA’s largest transactions and built a respected team and deal process that has been recognized as a competitive market advantage focused on close client collaboration and execution certainty.

Mark is a Fellow, Life Management Institute (FLMI). He received his MBA from Washington University in St. Louis and his Bachelor of Science (B.S.) degree in business administration from the University of Missouri

Michael Frings is Senior Vice President, North American Pricing in the Global Financial Solutions (GFS) unit of RGA. He leads the GFS North America team of reinsurance pricing actuaries located in St. Louis and Toronto. The team designs, analyzes and prices innovative asset intensive, longevity, and capital motivated reinsurance solutions in North America and around the globe.

Michael is a seasoned actuary experienced in leading projects, initiatives and teams. He held key actuarial positions in product development for life, annuity, and long-term care insurance; financial reporting for life and annuity blocks; and investment product portfolio management. Prior to joining RGA in 2011, Michael worked as Partner at Frings Consulting Solutions, Senior Vice President at Great American Financial, Supervising Actuary at Genworth, Associate Actuary at Delta Life and Annuity and Actuarial Associate at Protective Life.

Michael graduated magna cum laude with a Bachelor of Science (B.S.) degree in chemistry from the University of Alabama, and he is a member of Phi Beta Kappa. He is also a Fellow of the Society of Actuaries (FSA), a CFA charterholder, and a Member of the American Academy of Actuaries (MAAA). Michael is a past president of the Cincinnati Actuarial Club.

As Senior Vice President, Stable Value, Karen Edgerton leads RGA’s stable value business. The team that she leads has built a block of stable value wrap business which covers over $13 billion of externally managed stable value portfolios, while also implementing an in-house developed administration system. 

Karen joined RGA in 2012 and has over 31 years of experience as an actuary in pricing and product development roles involving annuity, group insurance, and reinsurance products. Prior to joining RGA, Karen held several executive positions with insurance and reinsurance companies, including AEGON, ING Re, Swiss Re, and Lincoln Life.

Karen received a Bachelor of Science (B.S.) degree in actuarial science from Ball State University, and is a Fellow of the Society of Actuaries (FSA), a Member of the Academy of Actuaries (MAAA), and a member of the Stable Value Industry Association (SVIA).

Bill is Vice President, Business Development in RGA’s Global Financial Solutions (GFS) unit.  The unit is responsible for all of RGA’s financial reinsurance, asset-intensive reinsurance, and bulk longevity business worldwide.  In his role, Bill maintains personal contact with about 30 percent of all of the major life insurance groups operating in the United States.  Bill is also involved in the conceptualization, development, negotiation, and implementation of capital-oriented transactions with these insurers.

Bill has been a core member of the GFS team and its predecessors since his move to St Louis in 1988.  Over the years, Bill has been instrumental in completing all types of financial reinsurance transactions, retrocessions, and asset-intensive transactions. Bill was also a driver of RGA’s entry into the stable value wrap market.

Prior to moving to St Louis, Bill was the Pricing Actuary for BMA Reinsurance in Kansas City.

Bill is a Fellow of the Society of Actuaries (FSA).  He holds Bachelor of Business Administration (B.B.A.) and Master of Advanced Studies (M.A.S.) degrees from Georgia State University.

As Vice President, Business Development for GFS, Libby Corcillo uses her extensive industry experience and insight to help GFS clients in North America identify opportunities in product development, growth strategies, and risk-sharing structures. She joined RGA in 2019 with more than 25 years of experience in officer-level roles in business development, client management, and leading lines of business.

Most recently Libby was Vice President, Chief Marketing & Underwriting Officer for Munich American Reassurance Company, and has also served as Vice President of Group Life for Scottish Re, as well as Vice President of Group Life and Marketing for Gen Re.

Libby received a Bachelor of Arts in mathematics (cum laude) from Western Connecticut State University. She is a Fellow, Life Management Institute (FLMI), an Associate, Customer Service (ACS), an Associate, Life and Health Claims (ALHC), and a Managed Healthcare Professional (MHP). She is a member, and past president, of the Group Underwriters Association of America (GUAA).

James Ciamarro is Vice President and Head of the Canadian longevity line of business for RGA Life Reinsurance Company of Canada.

James has close to 20 years of experience, having worked at a prominent pension consulting firm before joining RGA in 2013. His combined pension and reinsurance experience is a valuable asset as it allows his clients to benefit from innovative solutions to mitigate longevity risk. More recently, James led RGA’s team in the completion of a transaction with Manulife to reinsure longevity risk from an in-force block of Canadian group payout annuities, covering approximately 45,000 annuitants. Previously, he led RGA's team in the Bell Canada / Sun Life $5 billion longevity transaction, a first of its kind in North America.

James earned a Bachelor of Science in actuarial mathematics from Concordia University and is also a Fellow of the Society of Actuaries (FSA) and a Fellow of the Canadian Institute of Actuaries (FCIA).

Keith E. Politte is Vice President, Business Development, for RGA’s Global Financial Solutions (GFS) unit. He is responsible for managing client relations and for sales and marketing activities of assigned GFS accounts.

The GFS unit is responsible for all of RGA’s financial reinsurance, interest-sensitive reinsurance, and longevity business worldwide. GFS works closely with RGA offices around the world to create customized reinsurance solutions for annuities and other interest-sensitive products, provide longevity protection, and support client capital needs for life, health, and annuity products, and general corporate financing.

Keith joined RGA in 2009 from Colliers International, where he was a principal in its Corporate Solutions Group. Before then, he was a Senior Manager in KPMG’s performance management consulting practice, focusing mainly on large financial institutions.

Keith received a Bachelor of Science (B.S.) degree in accounting from the University of Missouri – Columbia, and an M.B.A. from the Olin School of Business at Washington University in St. Louis. Keith is a Certified Public Accountant (CPA) and a Certified Management Accountant (CMA).

In her role as Vice President, Stable Value Marketing, Kara Marr is responsible for client relationship management and marketing of the synthetic GIC product to stable value managers and sub-advisers.  

Kara joined RGA in 2012 from Aegon where she held various roles in the Institutional Markets Division and Treasury.  Kara has over 16 years of experience in the financial services industry and 11 years of experience with stable value.   

Kara received a Bachelor of Science degree in finance from the Kelley School of Business at Indiana University and a Masters of Business Administration from Indiana University, Southeast.  Kara is a Certified Public Accountant (CPA) licensed in Kentucky.

As Vice President of U.S. Pension Risk Solutions in RGA’s Global Financial Solutions (GFS), David Lipovics is responsible for leading RGA’s reinsurance activities in the U.S. longevity space with an emphasis on reinsurance support to the U.S. Risk Transfer market. David focuses his efforts on four key areas: developing value propositions for the U.S. pensions market; building and refining technical and operational infrastructure; leveraging existing and creating new client relationships; and building a pensions team with the skills necessary to serve this growing market.

David joined RGA in 2016, serving in Business Development for GFS’s U.K. unit, where he led the origination and execution of transactions in the U.K pension/annuity market, covering RGA’s GFS Product suite.

Prior to joining RGA, David was a consultant at PwC’s risk and capital team in London, where he advised European life insurance companies on capital optimization and asset liability management initiatives.

David received a Bachelor of Science (B.Sc.) degree in actuarial science from the London School of Economics, and is a Fellow of the Institute of Actuaries (FIA) and a member of the Institute’s Life & Health Reinsurance working party.
